Victoria's building certification system operates under the oversight of the Victorian Building Authority (VBA), established under the Building Act 1993. Unlike some other states, Victoria exclusively uses the term "building surveyor" rather than "building certifier," and the role carries significant statutory authority. The relevant building surveyor appointed to a project acts as the regulatory decision-maker for building compliance, and their determinations carry legal weight.

The VBA maintains a searchable register of all registered building surveyors, which is the primary tool for verifying that a practitioner holds current registration. Building surveyors in Victoria are registered in several categories: Building Surveyor Unlimited, which allows certification of all building classes; Building Surveyor Limited, which restricts the practitioner to certain building classes based on their qualifications and experience; Building Inspector Unlimited and Building Inspector Limited, who can conduct inspections but do not have the authority to issue building permits or occupancy permits independently.

Victoria's building permit system differs from the construction certificate system used in NSW. A building permit must be obtained before work commences and serves a similar function to a construction certificate. The city's apartment construction boom, followed by high-profile cladding and defect issues, has led to increased scrutiny of building surveyor practices and several rounds of regulatory reform. The VBA has responded with tougher registration requirements, more frequent audits of building surveyor practices, and a proactive compliance program targeting high-risk building types.

For regional Victorian projects, finding a building surveyor with appropriate experience can be more challenging. Many practitioners are based in Melbourne, and travel costs for regional inspections can add to project expenses. Some regional councils maintain their own building surveyors who can be appointed for local projects, offering a cost-effective alternative for straightforward residential work in areas where private practitioners are scarce.

Victoria's cladding rectification program, launched in response to the Grenfell Tower tragedy and subsequent identification of non-compliant cladding on hundreds of Victorian buildings, has created additional work for building surveyors. Many practitioners now specialise in cladding assessments and the certification of rectification work, adding a new dimension to the building surveyor's role beyond traditional new construction and renovation certification.
