The certification requirements for a commercial fitout depend on the scope of the work and whether the fitout involves a change of building classification or use. A simple office fitout that does not change the building's classification or affect fire safety, structural elements, or accessibility may require a relatively straightforward building certification. However, a fitout that converts a retail space to a restaurant, for example, involves a change of use that triggers a broader range of NCC requirements, including commercial kitchen ventilation, fire safety upgrades, accessibility improvements, and potentially structural modifications to accommodate the new use.

Fire safety is often the most complex compliance area for commercial fitouts. The fitout must maintain the fire safety integrity of the building, including fire-rated walls, fire doors, smoke detectors, sprinkler coverage, and emergency egress routes. Any penetrations through fire-rated walls for new services (air conditioning, electrical, plumbing) must be properly fire-stopped. The fitout certifier must verify that the fire safety measures within the tenancy are compliant and that the fitout does not compromise the fire safety measures of the overall building.

Accessibility compliance is another critical area for commercial fitouts. The fitout must provide accessible features as required by the NCC, including accessible entrances, paths of travel within the tenancy, and accessible toilet facilities (where toilet facilities are provided). For hospitality fitouts, accessibility extends to customer areas, service counters, and outdoor dining spaces. The building certifier assesses these requirements during the plan assessment stage and verifies compliance during construction inspections.

Commercial fitout certification costs vary based on the size of the tenancy, the complexity of the work, and whether a change of use is involved. Simple office fitouts of 100-200 square metres might cost $2,000 to $4,000 for certification. Restaurant and hospitality fitouts with commercial kitchens, extensive mechanical ventilation, and fire safety requirements typically cost $5,000 to $15,000 or more. Change of use applications that trigger broader NCC compliance requirements add to the cost and timeline. Early engagement with a certifier experienced in commercial fitout work helps ensure that compliance requirements are identified and addressed during the design phase rather than discovered during construction.
