ACT certification framework
Building certification in the ACT is governed by the Building Act 2004 and administered by the Environment, Planning and Sustainable Development Directorate. The ACT uses the term "building surveyor" for practitioners who assess building compliance.
The ACT has no local councils. The Territory government handles all planning and building approval functions directly, meaning building surveyors interact with a single regulatory authority. This can streamline the certification process compared to states where local government and state government functions overlap.
Licence classes
The Construction Occupations Registrar registers building surveyors in three classes. Class A can certify all building types. Class B is limited to lower-complexity buildings, typically residential and low-rise commercial. Class C is restricted to residential buildings only (Class 1 and 10).
The public register includes licence details and any disciplinary history. Verify your building surveyor holds the appropriate class before engaging them for your project.
Single planning authority
Unlike other jurisdictions where you deal with both local council and state government, the ACT has one consistent set of rules across the entire Territory. This means fewer regulatory interfaces, consistent interpretation of codes, and generally smoother processing.
Building surveyors in the ACT work within this single-authority framework, which can simplify the certification process, particularly for projects that would cross council boundaries in other states.
Energy efficiency and sustainability
The ACT has implemented some of the most ambitious energy efficiency targets in Australia. Some ACT-specific requirements exceed NCC minimums. The Territory's commitment to 100% renewable electricity has implications for building design, including electric vehicle charging infrastructure and all-electric building services.
Building surveyors must be familiar with both NCC and ACT-specific sustainability requirements. These additional requirements can affect building costs and design choices, so early engagement with your building surveyor during design is recommended.
Apartment quality reforms
The ACT has implemented reforms to strengthen oversight of Class 2 (apartment) construction, including requirements for independent building assessments at key stages and improved documentation requirements.
Building surveyors play a central role in these quality assurance measures. The Territory's approach emphasises proactive oversight to prevent defects rather than reactive enforcement after problems emerge.
